I've tried researching it and still have had no luck. Please help I've been working on the PhysioEx 9.0 and have completed Exerise 3 Activities 1-9 but I didn't complete the conversions because I'm not sure how to get the formulas for the problems. The problems are converting (Milliseconds) to (hertz) in activity 6, and also (Milliseconds) to (Seconds) in activity 7. Thank You!

to convert milliseconds to hertz..
you should understand that both are units for time period measurements.
divide  the value in milliseconds by 1000 to convert it in seconds.
the resultant value so obtained if it is suppose "a"
calculate value of 1/a
you will get your value in hertz.

example
convert 2 milliseconds to hertz.
divide 2 milliseconds by 1000 to get value in seconds which is 0.002=a
1/a = 1/.002= 500 Hz

look the bold part. it will answer your second question.
