Why do you use less emulsifier in a test emulsion than in the commerical product?

In test emulsions, the sample is suspended in ethanol, allowing lipids present to dissolve. The ethanolic solution is then decanted into water. Since lipids do not dissolve in water, when the ethanol is diluted, it falls out of solution to give an emulsion. In commercial products, you don't have the availability of ethanol, so you have no choice but to use more emulsifier.
