What were the chief problems of the Ottoman Empire in the second half of the nineteenth century, and what attempts were made to solve them? How did the Ottoman government deal with Balkan independence movements, and how did its policies result in the partial dismantling of the empire?

Ans: Mention should be made of attempts at administrative and revenue reform and control of the Janissaries. Problems included huge debts and famine as well as the uprisings of Slavs, Romanians, and Bulgarians. The atrocities in Bulgaria, the ensuing wars, and the Congress of Berlin settlement should be discussed.
