What is a satrap and what Empire chose to rely upon them?
 
  A) The King's Eyes were the satraps of the Persian Empire; they were the eyes and ears of the royal family ensuring loyalty in each province.
  B) A governor appointed by the king to oversee tax collection, trade, military activities, etc. This is seen in both the Persian and Assyrian Empires.
  C) A governor that is the ultimate authority of that province to oversee tax collection, religious worship, and ensure loyalty to the king. This was first seen in Persia.
