a. Under the Articles of Confederation, the states saw themselves as independent entities that had entered into a temporary, loosely binding alliance for the specific purpose of fighting the war against Britain.
b. Once the war was over, the states saw no need to cooperate with one another and felt no sense of obligation or unity with other states or the central government.
c. For example, New York erected trade barriers to protect its farmers from competition from New Jersey.
d. Many states refused to pay taxes to the federal government.
e. The ratification of the Constitution by all thirteen states reflects the new commitment to unity and a willingness to work with one another toward a common goal.
f. The strengthening and expansion of the powers of the federal government reflected an agreement among all the states to cooperate to promote the national welfare.
