This is a bogus question.  The storage and distribution of the data in question changes the answer.  It's a Schrodinger's Cat, so to speak.

My guess would be A) Hackers but I'll just shake my head in disapproval.  Encrypting data really stops everyone (aka D) the public) from reading it, but who knows if that's the answer "they want."
