If we are talking about Europe in general then the following can be determined:

It cannot be high birth rates because to my knowledge, not many if any, countries have high birth rates.

It cannot be low birth rates because that contributes to the decline of the population.

It cannot be fecundity based on the context.

It must be immigration. The reason that I came to this conclusion is that based on recent studies (google it) and just reading articles, immigration has increased if anything therefore they help with the population. People come to Europe adds to the current population.
