Non-European cultures were thought to be primitive, meaning that they knew nothing of the Christian god and Western culture. At the very least, they required civilizing. The Other is incapable of exploiting their own natural resources for themselves. The West considered those they colonized to be weak, uneducated, and morally bankrupt.
