So iv read both texts and I can't figure out an answer help!.If there had been a blockage at point W prior to the accident, the person would have felt?

A)pain and could have moved the leg
B)no pain and could have moved the leg
C) no pain and would not have been able to move his foot
D) pain and would not have been able to move his foot

Pain fibers are type C, the smallest. While motor effectors (which move the body) are going to be alpha motor neurons.

Nerves exiting the spinal have segmental control (google dermatomes to give you a general idea)

But if there is any type of severing of the ventral roots off the spinal cord there would be no pain or movement from the entire area. Sorry I can't help more. Stupid website
