I understand that during the G1 phase the cells are not dividing. But, during the G1 checkpoint, the cells can either divide or not divide. What are things that could stop the cells from dividing? Don't we always need new cells?

Depends on the cell, some cells have a very long longevity because either there are very few of them or they are needed to create a lot of protein. You don't want a high turnover rate on rare or essential cells that don't get damaged too easy.

Things that could stop the cell from dividing:
1. the cell is not big enough to divide
2. it is not in the right environment
3.mutated DNA ( which could lead to cancerous daughter cells) that are detected by tumor suppressor genes
