In carrying out of a cost-benefit analysis, why do economists often have to make comparisons that compare the value of human lives?

A. Peoples’ lives are equally valuable   

B. No-one wants to die.   

C. We have to find out the average value of a human life.   

D. The outcome of some of the decisions we make unavoidably affects human lives
