How could the concept of selective incapacitation be successful in a time when prison populations are excessively high?

Selective incapacitation can whittle the number of incarcerated inmates down to more controllable levels. It can ensure that the most dangerous criminals are incapacitated while the less dangerous offenders are dealt with by other means. This would help to alleviate overcrowding and help prisons to regain some semblance of control.
