A unified program requires collaboration and coordination between the agency personnel who will implement the program and the program's recipients (the target population). Allowing plenty of time for publicizing the program (and how you perform the mechanics of publicityhow, where, and to whom) can make a crucial difference in whether people attend and what the subsequent impact will be.
