The federal legislation known as Section 504 of the Rehabilitation Act of 1973 requires schools to make reasonable accommodations for students' disabilities.
 
  In addition, a free and appropriate education must meet the young person's needs. What problem might there be with implementation?
 
  A. Communities do not want disabled children in their schools.
