(Argument from analogy. It is claimed that the current situation, being typical of
previous periods, warrants the expectation of more serious cutbacks for higher
education. The common feature is the tight economic condition. Thus, since we are
given what legislators do in such periods, it is reasonable to grant the argument's
conclusion
