In Booker v. U.S., the Supreme Court ruled that the Federal Sentencing Guidelines:
 
  a. are advisory, but enjoy a presumption of reasonableness.
  b. are advisory and judges can depart without explanation.
  c. are mandatory for all federal crimes.
  d. are mandatory for certain serious felonies.
