Polar covalent bonds are found in water molecules, where oxygen has a stronger affinity for electrons than the two hydrogens, so the electrons are more likely to be found near the oxygen atom. This allows hydrogen bonds between water molecules to take place. The hydrogens across say one water molecule will be very positive so it will interact with the electrons of another water molecule.
