Answer to #1

The purpose of criterion-referenced tests is to indicate the degree of mastery of objectives, or how well a student has achieved specified instructional goals. They provide an absolute interpretation of student achievement.

Answer to #2

The purpose of norm-referenced tests is to compare the performance of one student to the performance of the sample of students who made up the standardization
group. They provide a relative interpretation of student achievement.
