I was wondering if anyone knew how medication is applied to tumors, specifically liver tumors. I am just wondering how they ensure the medication reaches the right area.

Those medications are not applied topically. If one is experiencing a liver tumour, it is likely cancerous and needs to be removed surgically (hepatectomy) before it spreads to other organs (metastasis). Other than that, you may need to take chemotherapy drugs if it is out of control.
