A small, local retailer is experiencing a great deal of shrinkage due to theft.  A cursory review shows that the retailer has no shoplifting countermeasures in place and staff are not trained in shoplifting detection, prevention and apprehension.  The owner of the store currently does not have any finding to install electronic article surveillance devices.  What are some "inexpensive" means to reduce the prevalence of theft at this retail setting.
