Issue with the question:

It uses the word "important", which makes the reader think that high nutrition and low-cost is already important. Some readers may not see that as important.

Should school cafeterias provide a nutritious, low-cost meal option?

I do agree with the no opinion option since this  question is asking for an opinion, but not sure about the way the question is rewritten it seems like a yes or no question.
another problem I think is the wording of the options like very important, somewhat important I think?
also is there a specific answer for these type of questions?

Yes, I think another issue with the question is that a person can't choose one option without the other. For example, you're forcing them to select both nutritious AND low-cost without giving them the option to separate.

yea thats a good point as well
so then how would the actual question be rewritten then? had some trouble with that part
