Not my field, but I'll give it a shot. A public issue, for example, is a child who is being abused, this is a private problem for the child and the family. It becomes a public issue when media gets a hold of it, and subsequently broadcasts it. The abuser may be in your community, this will cause a scare to the public living in the same neighborhood. Once the general public feels that they are in danger, a call for the government to take charge happens. As a result, the government (including police forces, etc) will take action to please the public until the situation subsides. The government known as social policy, who then enforce legislation and policies in which society must follow. For example, any pedophiles living in an area where children stay, parents are made aware of.
