I'm having a little chemistry trouble. My teacher says one thing but my research says another.
Would electrons on, say, the third level have more energy than an electron on the first?

Yes, electrons in outer shells have higher energy than those in inner shells, the further away from the nucleus they are the more energy they have. That's why electrons must be supplied with energy to move to a higher shell.
