B) because if you're dulling down the nerve cells with a narcotic, which is what they do, they dull down pain, removal of the effect than produce the opposite effect for a while at least until they bounce back to normal.

A) is incorrect because only continuous usage of narcotics will desensitize the neurons leading to tolerance, and higher dosages of drugs to produce the same effects.


Removal/Discontinuing of the drugs, will lead to withdrawal, not FURTHER desensitizing. That can only be achieved by using MORE narcotics.
