PBS is basically 0.9% (w/v) NaCl in phosphate buffer.  Usually one uses sodium phosphate as the buffer. This is equivalent to about 0.154 M NaCl.  So, to make a liter of PBS you would dissolve 9 grams of NaCl in a total volume of 1000 mls of your phosphate buffer.  The concentration of sodium phosphate in the buffer varies from one researcher to another, but is usually something like 25 or 50 mM, and the pH is usually at 7.4, but can also be at 7.0 or 7.2 etc.  If this isn't what you want, write and ask again.
