The basic concept of the wobble effect is that there are many, many 3 digit combinations that can be made from the four base pairs in mRNA, while the body does not have enough types of tRNA to code for them. Because of this, some tRNA must accept more than specific base pair combination to code for them. The last base pair of a codon is considered to "wobble" in that sometimes a tRNA with only the first two matching bases will be checked and the last base allowed to be incorrect as long as it leads to translation of the mRNA strand.

Summery: Only the first two bases must be correct to translate while the third can be any base and thus "wobble"
