Countries have to agree to cooperate and allocate the harvest of fish from the ocean.  Also, pollution harms fish stocks so that must be curtailed.  The method of fishing of many nations is wasteful and should be regulated by agreed upon methods.  And scientific study of these things must be done cooperatively so that real knowledge of the oceans can be achieved in order to do all the above.
