if there is no electrical field then there is no coulomb force between two charged objects, right?

That's right.  But unless these two charged objects are very closely surrounded by what's called a "Faraday cage" there will be an electric field due to the charged objects.

Well, yes. They're two different names for the same phenomenon. The electric field is defined as the coulomb force per unit charge.

It's a little like saying that density depends on the existence of mass. That's true, but only because density is defined in terms of mass.
