In other words, can someone describe how allele frequency affects/leads to evolution?

The more frequent an allele is, the more it will appear in a population. After some time, the frequent alleles will be the only alleles, and the non-frequent alleles will disappear. That is evolution.

That is the definition of evolution:
Change in allele frequency over time (between generations).

If allele frequency changes, evolution has occurred.  If allele frequency remains constant, there is no evolution.

There is no question that evolution occurs.  Allele frequency is constantly changing as the environment and selective pressures are always changing.
