how can a Physician Assistant become a doctor without doing all 4 years of medical school and the MCAT?

I don't believe it's possible.  The requirements for graduation from medical school are rigid, and don't change based on the educational background of the medical student.  In my class were EMTs, nurses, PhDs, and folks with an MS in biomedical science.  An MPA degree would be no different.

You can not. Certainly some of the coursework might be a little easier for you though.
