I saw something on a sitcom that confused me. They said a parent with B cannot have a child with O. Is that right?

How is blood type inherited? Can two parents with different types have a child with a third type?

One A and One B can make an AB child.  In that case, two parents with different types can have a child with a third.  However, two parents with A and B cannot have a child with O.  You'll pretty much have to study genetics to understand why.
