The Coriolis effect is essentially a restatement of conservation of angular momentum - you probably remember something about that from high school physics. In order for something to have angular momentum, it must be rotating.

We can compute the magnitude of the Coriolis effect like this:
CF = 2 * omega * SIN(latitude),
where omega is the angular velocity of a planet. If the planet were not rotating, omega would equal zero, and there would be no Coriolis effect.
