I bought a new mini prep kit but forgot to put the neutralization buffer at 4C until 2 weeks after the kit got here.  Is it still ok?  Will the RNase still work?

This the Qiagen kit?  

Your fine; I have done this in my lab before too.  In fact, I once left everything out at room temp for a month.  If you are concerned you can add some more RNase.  The next step is protein precipitation and it will remove the RNase anyways.  

Also, are you using the LyseBlue in your reagents?  If so this will give you visual confirmation that all is well.
