I have some ceramic powder which exhibit some very useful characteristics. I would like to know the size of these powder particles size which I believe is smaller than 100 nanometers. How to measure it? Are there any institutions who certifies nano technology?

A particle counter used to certify clean rooms can give a distribution of particle size down to very small, If you can see them, they may not be as small as you think.  If they turn out to be smaller than that you need to come up with a use and get it patented. then you can shop around at nano tech bootcamp sponsored by American Society of MEchanical Engineers to find a partner to do further investigation.
