The empirical rule and Chebyshev's theorem are two concepts that are helpful in understanding or interpreting
the value of a standard deviation. Both concepts relate a percentage of all data values to the number of
standard deviations that lie within the mean. What is the significant difference between the two concepts?

Empirical Rule:  Applies to mound-shaped data, but specifically to the data that are normally distributed, i.e., bell shaped (only when the distribution is bell shaped)   

Chebyshev's Theorem: Applies to any sample of measurements regardless of the shape of their distribution
