what does it mean to say that the balanced chemical equation for a reaction describes the stoichiometry of the reaction?

The stoichiometry of a reaction is the number of each atom/ion/molecule taking part in the reaction ie the reacting ratios of the particles taking part.

When the equation is balanced you know exactly how many of each particle reacts with exactly how many of each other particle and how many particles of product are formed.

Using this you can tell the number of moles of each atom represented by the balanced equation and so work out exact masses of each element/compound.
