I have 96 L (the limiting factor) of a reagent.  This represents 85 % of the total volume.  How do I determine the volume needed to make up the remaining 15 % neede to make this blend?

X=(96*15)/85=288/17=16.94

Okay.  The only way I can think of is to set up a proportion and solve for the unknown factor.  So it would be:    
95 L .....  X
------  =  -------
0.85 .... 0.15

95 * 0.15 = 0.85X         (Solve for X)
14.25 = 0.85X              (Divide both sides by 0.85)
16.764 = X                  (So the additional 15% of the volume is approximately 16 3/4 L)

But that's if it is 95 L and not 96 L (your title says 95 L and your description says 96 L)
