"Complex" just means a bunch of linked sugars like starch

Simple means it's by itself and doesn't need to be broken down to be used - Glucose, Fructose (I think)

functional difference

Glucose is readily available to the body as an energy.

While complex sugars i.e. carbohydrates are not. Carb is broken down to glucose and excess is stored as glycogen by liver and is then converted back to glucose whenever it is needed.
