pesticides control pests (insects)
herbicides control plants (weeds)
they can be on the fruit or vegetable
they are washed off and for the most part even if a little bit stayed on say an apple, you would be fine
the issue with these is really the improper use like over spraying and getting to surface waters.

some people think these things are poisoning them but the plants only use nutrients to grow and produce and with some lessons in bio-chem you would see why they are not used in the plant/body.
