Sir Issac Newton said that a body at rest tends to remain at rest and a body in motion tends to remain in motion. So I know there is a force needed  to get a body in motion which is reduced as the body starts to move. How is this expressed mathematically?

F = ma    

The force may or may not be reduced; if it does, the acceleration will be reduced correspondingly.

In any case, the formula always applies.

When a force sets a body in motion, it takes an equal force in the opposite direction to stop the body.
force=mass * acceleration
