Roman empire centered all authority in emperor; institutions of republic were retained, but lost all real power; imperial government allowed substantial local autonomy to regional and local governments; greatest innovation of empire was creation of unified legal system applicable to all citizens; extension of law supplemented by opening of citizenship to many groups outside of Italian peninsula; curious failure of empire to establish a principle of succession led to army as source of power.
