Affirmative action is one of the two approaches employed by the federal government in the U.S. to eliminate race and gender discrimination.  The concept dates to 1965 when the U.S. Office of Federal Contract Compliance Programs (OFCCP) was established to monitor the hiring and promotion practices of federal contractors.  The OFCCP requires federal contractors to formulate an affirmative action plan to remedy underutilization of minorities and women in their workforce.
