Most energy absorbed goes into raising the temperature of ocean water, until it re-radiates back into space. But some energy is absorbed by other materials and mostly it too re-radiates back into space over time.

We attempt to store large volumes of water in upstream reservoires, build dykes to persuade water to flow on by, and of course provide water a shorter, straighter path to get away from what we do not want to be flooded.

The portion of energy that is transmitted from the Sun all the way down to the Earth's surface causes the surface of the Earth to heat up, which, in turn, heats up the very lowest layer of air (just a few inches or so) nearest to the Earth's surface by conduction.  This is not the primary way that the Earth's atmosphere heats up though.

The Earth also radiates heat back up into the atmosphere, which is how a majority of the lower portion of the atmosphere (where we live) is heated up daily.  There are also convention currents that form from the Earth upwards into the atmosphere that warm certain small portions of the lower part of the atmosphere.  These convective currents are usually what hang gliders & glider/sail planes fly along.

In order to prevent floods, you can try & plant more trees & other vegetation in order to try and more firmly hold the Earth's ground surface together & to soak up more of the precipitation that falls onto & into the ground during storms.

Also, you can prevent floods by creating more natural buffer zones bewteen rivers & streams and developed land areas...so that flood waters will be more absorbed by areas of undeveloped land before they reach man-made structures.
