Why was factory reform legislation initiated by the Tory party?
 
  A) The members of the party were swayed by the abhorrent conditions of the factory.
  B) There was no doubt that conditions in the factories needed to change regardless of finances, as Britain had been placed in the international spotlight because of the human rights issues.
  C) They represented landowners who had little or no investments in industry; therefore, they had little to lose.
  D) The Tory party was trying to make a name for itself on the international as well as local stage.
  E) They were convinced by the labor unions it was the right thing to do.
