  a. African American and Mexican American residents remained in the urban core to take advantage of employment opportunities in the industries that remained there.
  b. Discriminatory real estate and housing practices kept African American and Mexican American residents in the decaying urban core while job opportunities also declined as many industries relocated to the suburbs.
  c. Housing and job opportunities both improved for a significant minority of African Americans and Mexican Americans.
  d. The laws were passed too late to have a positive effect on Mexican Americans and African Americans.
