More specifically, drug carriers for cancer therepeutics- such as liposomes, polymersomes, or dendrimers. What is the discovery process for a particular material (for lack of a better word) to be used as a drug carrier? Is it similar to computer aided drug design?

The carrier depends on the chemical properties of the substance. If the drug is fat-soluble, these stay and accumulates in fat tissues, so you'd use a different carrier. If the drug is hydrophilic, it may not require a carrier.
