Basic pharmaceutical research should be carried out by universities rather than drug companies because:

A. They have a stronger incentive to produce better drugs   

B. Universities can carry out the research without duplication.   

C. They have a stronger incentive to make profits.

Not sure I understand B, and definitely not C.
Biology - The only science where multiplication and division mean the same thing.
