Under Clean Election laws, Clean Election candidates can receive extra public funds for a campaign
  if:
 
  a) The opposing candidate has much greater financial resources.
  b) The opposing candidate engages in negative campaining practices at least three times.
  c) The candidate agrees to do their own campaign organizing rather than hiring a campaign
  organizer or marketer.
  d) The candidate is an incumbent.
