  policy option, such arguments may include:
 
  a) An assessment of what is politically feasible, and presenting relevant research on the most
  effective approaches to meeting the defined needs.
  b) Threatening to resign if the particular policy option is not supported.
  c) An assesment of the relevant political players and stakeholders, and analysis on who could be
  most easily influenced by preassure, or future promises of political favors
  d) Threatening to create a political scandal or mudslinging campaign against legislators and
  stakeholders who are not willing to support the policy option.
