Retribution is a formal penal sanction applied in the name of the public whereas revenge is an informal sanction applied by individuals seeking to retaliate for a perceived wrong. In addition, retribution seeks equity of punishment (similar crimes and criminals get treated alike) but revenge has considerable variation in what punishment should apply. Also, retribution tries to assure that punishment is in proportion to the seriousness of the offense, but people seeking revenge often favor punishment that is disproportionately severe.
